Peace can only come when the issues which led to war have been resolved, one way or the other. There could only be final peace between Germany and the other European Powers in 1945, not 1918 - the issues between Germany and the European imperialist nations had not been resolved in 1918, only postponed. German armies were still on the front lines in 1918, willing and able to continue fighting, and no Allied army had set food on German soil. Germany's grievances had not been resolved by the Armistice, only exacerbated. Another great War was inevitable, as people like Keynes could clearly see. It was only in 1945, with Germany's crushing military and moral defeat, that the issues which had led to Germany's wars from 1870 to 1945 were finally resolved (and not in Germany's favour).
