Most of the cases of rape of women and girls in India's Bihar state occur when they go out to defecate in the open, police and social activists say.

Some 85% of the rural households in the state, one of India's poorest, have no access to a toilet, a study says.

The police reported more than 870 cases of rape in Bihar last year.

More than half-a-billion Indians lack access to basic sanitation. Many do not have access to flush toilets or other latrines.

The issue of sexual violence against women and girls in India has been under intense scrutiny since the gang rape and murder of a student on a Delhi bus in December led to widespread protests.

In March, India passed a new bill containing harsher punishments, including the death penalty, for rapists.
'Worrisome trend'

There have been a number of recent cases where women and girls have been raped in Bihar after they stepped out of their homes to defecate:

On 5 May, an 11-year-old girl was raped in Mai village in Jehanabad district when she was going to the field at night

On 28 April, a young girl was abducted and raped when she had gone out to defecate in an open field in Kalapur village in Naubatpur, 35km (21 miles) from the state capital, Patna

On 24 April, another girl was raped in similar circumstances on a farm in Chaunniya village in Sheikhpura district. She told the police that two villagers had followed and raped her. One of them has been arrested.

Senior police official Arvind Pandey told the BBC that such cases happen every month in Bihar.

"They take place when women step out to defecate early in the morning and late evening. It is a very worrisome trend."

Mr Pandey said that about 400 women would have "escaped" rape last year if they had toilets in their homes.

A recent study by global health organisation Population Service International (PSI) and Monitor Delloitte, done in collaboration with Water for People, said that Bihar had India's poorest sanitation indicators with 85% rural households having no access to toilets.

The report added that 49% of the households that did not have a toilet wanted one for "safety and security".

Some 45% wanted a toilet for "convenience", while 4% wanted one for "privacy".

"Surprisingly, only 1% indicated health as a motivator for having a toilet," the report said.

The Bihar government says it plans to provide toilets to more than 10 million households in the state by 2022 under a federal scheme.

A law making toilets mandatory has been introduced in several states as part of the "sanitation for all" drive by the Indian government.

Special funds are made available for people to construct toilets to promote hygiene and eradicate the practice of faeces collection - or scavenging - which is mainly carried out by low-caste people.

That's the stupidest thing I have ever heard. Blaming rape on lack of public toilets... That makes as much sense as people who say women who dress slutty are "asking to be raped".

No Godstud, it is true.
Girls and women all over the Indian subcontinent have to go out to answer the call of nature.
Either there are toilets, little huts with a hole in the ground and a concrete basin, and in the poorer villages just in the bush.
Men lie in wait and grab them, rape them in the jute fields or whatever.
They also sometimes get kidnapped, raped, and afterwards have to marry the kidnapper because she has been "spoiled".
I met several people in Bangladesh where this had happened to close family members of them.

This is just a ridiculous causation. Bihar is worst state in India in terms of availability of proper toilet facilities but comparatively safer regarding crimes like rape. More toilets won't mean less rapes but indeed lack of toilet facilities in India is a major problem and it isn't related to rapes but health and sanitation.

That is why girls/women cannot be left unattended.
There is also social control by neighbours.
Also, people on the Subcontinent don't live alone like in Europe/America, there are always people around.

It does sound crazy, that's why I posted the article. But apparently at least some rapes in India are caused by lack of toilets. But that doesn't mean that its acceptable to rape women. At least the politicians have passed tougher laws to punish rapists in India. Now how about 'dem toilets?

Rapes are not caused by "lack of toilets", this is ridiculous and same as saying that rape happens because of lack of sun in sky for half a day.

Rapes will still happen and is not going to be reduced by building more toilets.

Ridiculous correlation is ridiculous.

Fuser, the only reason girls and women will leave the house at night is to answer the call of nature if there is no toilet adjacent or in the house. So the lack of toilets is definitely a contributing factor in the incidence of rape on the Subcontinent.

The number of toilets per household in Bihar has increased in recent decades but so has been the cases of rape. Increase in toilet facilities is not reducing the number of rape cases. Women and girls can be vulnerable because of various circumstances. The reason is very simple i.e. "criminal men" and not lack of toilets and Godstud has rightly said that this is as asinine as blaming girls for rape because they are being provocative with their dress.
Lack of proper toilet facilities is a major problem in the subcontinent but relating it with rape and I will repeat myself is ridiculous to the nth degree.

Nobody is blaming women for rapes here, please don't insult us. Its just an amusing revelation that a number of women in India have been raped when they went to do the nature's thing. This is absolutely not the main cause for rapes in India but instead it highlights the sanitation problem there. Rapes in general are a huge social problem in India that need to be addressed, and not only through tougher jail terms.

There are plenty of horny out-of-control men-pigs who look at every woman as a sex object and in places like India with such high poverty and lacking education, women who are alone and in vulnerable situations like those can fall prey to rapists. Thats all.

The Indian government should castrate its rapists and not only will their sex drive goes down but population growth is reduced. India ought to trim off the most backward and useless part of society, which includes primitive rapists.

Instead of blaming the woman themselves or blaming the "lack of public toilets" the indian government should blame themselves (and their people) and recognise they have developed a culture that considers rape of women acceptable. The only thing to blame is the indan people (mainly the past/present governments) and its education system.

Im going to have to agree with Godstud here, its like saying rape happens in america because girls wear short skirts or because of the lack of Pornographic stores etc.

Marriage In India: Grooms Required To Prove They Have A Toilet Before Marrying

To participate in a mass marriage ceremony in the Indian state of Madhya Pradesh on Monday, there was just one requirement for grooms-to-be: prove they owned a toilet.

In an effort to improve sanitation (India's 2011 census revealed that less than half of Indian homes had a toilet), the local government required any groom who wished to participate in Monday's mass marriage ceremony to send a photo of themselves with their toilet, or prove their intent to install one within 30 days of their wedding, the Times of India reported Tuesday.

The initiative is part of the state's Mukhyamantri Kanyadan Yojna (MKY), a program launched in 2006 to help poor women marry. Under the MKY, the state pays for couples to participate in mass marriage ceremonies and awards them housewarming gifts worth 15,000 rupees ($270), according to Slate.

The toilet requirement, which requires groom to prove that their homes contain a toilet in order to receive the MKY benefits, was added in 2011. More than 1,700 couples have married under the MKY this year, according to The Wall Street Journal. One hundred eighty-four couples participated in Monday's ceremony.

In addition to hygienic concerns, MKY attempts to address the problem of women and girls being raped when they go out to relieve themselves in the open (especially in the early morning or late evening). The BBC reported earlier this month that 400 women would have "escaped" rape last year if they had a toilet in their home.

Magnetonium I am a Bihari posting from Bihar only and no one is contesting that lack of toilets is not an issue but what is being contested is the argument that lack of toilets are the reason behind rapes.

And the lack of house computers is the leading cause of nose picking in india too.... trying to blame rape on the lack if toilets is laughable. If you build new toilets it wont stop rape, they (men) would wait just out side of the toilet or they might just do what normal rapists do an find someone alone and abduct them.

Well then in that case I find it appalling how you think that rapes and abuse of women are not that big of issues in India. Because I mentioned it several times that its NOT the main reason and NOT the ONLY reason for rapes in India, but your rebuttals serve only as further proof that rapes and/or toilets are not an issue in India for Indian people. Care to clarify?
