They've changed the definition of terrorism to essentially mean that news outlets can declare that certain act of violence can be called terrorism whenever it suits their political agenda, instead of the traditional definition, which is "the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims."
Wikipedia's entry on terrorism uses a variation which includes religious in addition to political aims, and they claim that "There is no universal agreement on the definition of terrorism."
If you look at the actual act of randomly running down a group bicyclers, there is no real political goal of the act, which is why law enforcement officials always claim to have find notes or manifestos on the scenes of these incidents vaguely tying them to a some nebulous, stateless group.
