Top 20% patients incurred 84% of public healthcare costs. Did PAP create medishield-life just to take the pressure off medifund to fund these top 20% public healthcare user very high healthcare costs?

Previously, many/ some of these folks probably didn't subscribe to medishield cos opt out or medisave account have no more $$$, so mostly ends up, medifund will cover their bills 100% if they have no $$$ to pay.

However, PAP government decided to further socialize the cost of treating these poor, frequently hospitalized people by creating medishield-life, so that our medisave accounts could now be siphoned to pay the majority healthcare costs of these top 20% patients who incurred 84% of healthcare costs who were not/ under insured by medishield previously.

PAP seems quite clever, to insure itself vz medishield-life, against the high medifund claims of these top 20% patients.
