A Green Card(permanent residency) is required if you wish to become an American citizen(and 3 to 5 years then as a permanent resident). Incidentally, being financially stable(i.e. rich) is a qualification for naturalization and citizenship.

You can purchase citizenship in many countries, as I already sourced. All are slightly different, but are generally the way to full citizenship, including a passport.
