Victoria recorded its largest daily increase of 127 new COVID-19 cases on Monday, 16 more than the previous peak of 111 cases on March 28.

As I recently wrote, there’s no formal definition of what constitutes a second wave, but a reasonable one might be the return of an outbreak where the numbers of new daily cases reach a peak as high or higher than the original one.

By that definition, a second wave has arrived in Victoria. So why isn’t the state back in lockdown?

The current strategy of mass testing and information campaigns in hotspot areas, and quarantining whole tower blocks, may not be working. Regardless, cases are now appearing outside the hotspot areas, among people who were most likely infected before the latest measures were put in place.

The Victorian government must now seriously consider going back into statewide Stage 3 lockdown restrictions. Under these rules, there are only four reasons to leave your home: shopping for food and supplies, care and caregiving, exercise, and study and work if it can’t be done from home. And exemptions to quarantine rules should not be granted.

With nine apartment towers and 3,000 people in lockdown, Victoria is the epicenter of the Covid-19 outbreak in Australia. One Nation leader Pauline Hanson called residents of those Victorian apartment blocks "drug addicts" and "alcoholics". Authorities have warned of the "explosive" potential for the virus to spread within the public housing towers. Airflow, proximity, ventilation and plumbing have all been considered as contributing factors to the way the virus has spread within the high-rise towers. Coincidentally, a Polish academic based in Brisbane shed a light on the airborne transmission of Covid-19, which could have spread through the ventilation system. Lidia Morawska appealed directly to the WHO to address the issue as the organization has been blamed for misinforming the public about the disease.

We appeal to the medical community and to the relevant national and international bodies to
recognize the potential for airborne spread of COVID-19. There is significant potential for inhalation exposure to viruses in microscopic respiratory droplets (microdroplets) at short to medium distances (up to several meters, or room scale), and we are advocating for the use of preventive measures to mitigate this route of airborne transmission.

edit - and this time round, all businesses except essential services have closed. wtf? So they have redefined an essential service? No more Kmart to buy puzzles for the kids, hey Scotty?
