Can someone tell me how Henry Kissinger tried to convince the US and the Soviets what must be done to handle strategic weapons responsibly?? I tried to look up some documents by Kissinger, but noting is telling me his approach to telling the USA and Soviets what must be done to hand nuclear weapons responsibly?
I have not read his book someone here told me about. Ordered it on Amazon (haha, it costs $0.85 at time of publication)
