Yes. In fact, from my knowledge, Technocracy - or something very similar to Technocracy - was also created independently in the former Soviet Union. It was said to be the Russian's ultimate idea of Communism. I read this in previous topics in this forum, or the www.technocracy.ca forums.

Technocracy would quickest come true in a Communist society. However it would also easily come about in a depression period under a Capitalist society. Either one works for us Technocrats .
