In Brazil, it is common for thieves on a motorcycle to drive up to moving cars, point a gun at the driver, and try to rob the person driving the car. Sometimes they will steal the car too.
In response to this, there have been many incidents of car drivers running the thieves over.
Although the criminal may have a gun, being on a motorcycle makes it easy to be hit by a car.
The legality of people doing this to the thieves is a little bit in question. One could argue that the driver of the car has a right to defend themselves if someone appears to be trying to rob them.
If someone is holding a gun out and you believe they are about to try to rob you that is one thing. But there may also be situations where the rider on the motorcycle has not pulled out their gun, but is clearly trying to position themselves up against the car and they very much seem like they are about to commit robbery. I think in these situations the driver can assume they have a gun even if it is not seen. If a motorcycle in a high crime neighborhood in Brazil is following your car and will not stop following, and then appears to positioning itself in an unusual way relative to the car, then it is reasonable to assume the person is about to try to rob you.
But some people hold a different opinion, and believe it is wrong to kill someone who is only committing robbery. That it would be better to give them your money and possibly let them steal your car than to kill them or cause them extreme injury by knocking them off their motorcycle.
Yet others say the society is better off without these thieves, and this "street justice" will help deter the robberies from happening.

I'm going to take a stab in the dark and guess that your opinions about this will probably be a litmus test for whether you are a Right-wing conservative or a progressive.
Brazil's current President would certainly agree with what these drivers are doing.
