China is a such huge nation, huge in land, huge in population, has the biggest population in the world . Almost every country is looking china very strong very rich. It seems strong because people saw the numbers from everywhere in china is so large. China usable budget actually is very tight. Such a high population is difficult to control. Despite china still has a large amount of people who are poor and not enough food or water, China is spending their money on military and try to compete space technology with other developed countries. (preparing space war). 。 Human force in China is still so weak. Earning money per people in China is still low, not mentioning the living quality. China always reporting the good of the nation, you barely heard the bad of It. China is still not a strong nation. Education has to be improve, such a high population. How much budget do you need in order to improve a 1.6 billion population countrys education. out count the budget, huge again. But it is a must the number is huge because you are applying on such a huge population country.

China is only spending 2.0% of its GDP on its military while the united state spends around 4.0% so china is spending that much of its GDP compared to america. You need to remember despite being the second largest economy in the world its still a developing nation, so its normal for a large percent of the population to be poor and to have low living quality and pay (which is scary when its already the second largest economy in the world). for a developing nation to become developed it can take years and china as only been at it really for 20 years now of full economic growth, it will take upto the end of the century for china to near the end of its developing stage (which at this point it is estimated Chinese economy could be up to 3 times the size of america..).

Please remember it doesn't matter how large your economy is nor how modern your forces are, The nation with the highest ratio of the largest army, economy (the war machine) population and technologically advance often determines the strength of a nation (Sorry if that didn't make sense) which is why america is currently so powerful but by the end of the century china could very well be a lot stronger (or at lest as strong) than the united states.

China really isn't putting as much money into its military and space programs as the United States does or the USSR did back in the day. You make some valid points but China really needs time for its new found wealth to be distributed amongst the masses. Development takes time. Just look at statistics on illiteracy in China. Still, as time goes on, more and more money is being put into sectors where it's badly needed, mainly health and education. You'll get nowhere with a dumb and unhealthy population. Even between 2000 and 2008, China increased government-funded research in the higher education sector by 253%. So progress is being made - of course the poverty and lack of education is difficult to tackle in a country with so many people. Give the Chinese time and they will make progress.
