I think that in consideration for today's PMD (E-scooter / e-bike) technology or the affordability of made in China/Taiwan bicycles, half of all roads should be RESERVED for PMD use (PMD as defined as personal mobility devices with a motor cut of of @25kph, weighing UNDER 20kg and run on batteries.
As mentioned in my FP, such e-scooters available off the shelf already can travel up to 60km on a single charge of approx 1kwh of electrical mains charging power.
As such, the government need not subsidise expensive buses both because they are big and clumsy and cannot satisfy irregular commuter demands unlike the 'metro + PMD' model.
Half of all roads should be RESERVED for only PMD and emergency public vehicle use and where current roads are just 2lanes (in opposite directions), then one lane shall be converted to PMD use and the other accessible to motor vehicles as a one way street.
Reserving half the road for mainly PMD use will allow PMD users NOT to be harassed by saloon cars, trucks, motorcycles etc as well as reduce the city's carbon foot print since PMDs are much more carbon friendly than any internal combustion powered vehicle both due to the power generation efficiencies of industrial power plants as well as the lightweight design of PMD unlike cars etc.
People will then be able to receive FOC exercise whilst commuting which is a much more efficient way of life. Having PMD reserved lanes also means the ability to reach anywhere in the city safely 24/7.

To be honest, I have never understood why more emphasis hasn't been put into such a scheme. I suspect many more unnecessary cars journeys would be eliminated from the roads if public transport was free. And it would allow more people the opportunity to venture out of their residential vicinity for work opportunities, resulting in less necessity for inner city living for low paid workers.
