The state legislature in PA is considering taking back the power they delegated to select electors from the Secretary of State. One of the things that most Americans do not know is that presidents are not democratically elected. State legislatures determine the electors, and what they have done since around 1880 is that all states have a democratic election and send a winner-take-all panel of electors to the electoral college. In actual fact, the US can elect presidents without any popular vote at all. State legislatures can determine the electors. Twelfth Amendment to the United States Constitution
Currently, Republicans control 31 state legislatures. The 12 Amendment changed the process from the original system, because having a president and runner up as vice president was creating a system where political rivals were made vice president.
It creates kind of an interesting twist. If the Democrats want to stuff the ballot box and pretend Biden got 80M votes, it could be that Republicans revert to the selecting electors by the state legislature, rather than whoever won the popular vote in that state--or perhaps even dumping the winner-take-all system and granting electors based upon who won in particular Congressional districts. So imagine a case where Biden gets 3-4 electors from PA, and Trump gets 16-17. It can happen and it's perfectly constitutional.

Yes, but they are actively trying to prevent Biden from getting 270 electors. In that case, the state legislatures have to appoint one elector for each state. Not many people really understand the 12th Amendment and that the US president is not selected by popular votes.

You guys are the ones crying about him not conceding. There is no law that requires him to concede. Why should he make it a smooth transition when they did everything possible to screw his up, including working to prosecute his national security adviser before he was even in office? Good lord.
