Ramos, who was a passenger in his car, was ejected. She was pronounced dead at Memorial Hermann Southwest Hospital.
Perez Alvarez, a Mexican national, is in Harris County Jail with a combined bail set at $150,ooo. He was scheduled to make an initial court appearance on Tuesday.
