$77 taxi/PHV COVID-19 relief package was to buy votes for GE2020?: orchestrate a 'feel good' feeling?

PHV drivers probably do not deserve $77 million taxpayers sponsored COVID-19 relief package.

Their system is supposed to be based on demand based surge and discount based pricing. PHV are by nature gig economy workers, which means they have flexibility to work for many PHV companies and also other jobs like food/ packages delivery, swimming/ fitness instructor, tuition teacher, property / insurance agent, carousell business, ecommerce etc.

Since PHV ride pricing (fares) didn't show significant decrease since COVID-19, this means that the PHV gig economy drivers are able to do alternative jobs or that the survey of PHV workers was flawed, e.g. maybe only one company workers were doing badly because the workers migrated to another PHV company.

Since PHV fares didn't decrease, this means that the PHV drivers are either just probably retirees who have no interest in working and just go back to their retirement lifestyle or their alternative gigs like food delivery etc (will spike due to number of home quarantine orders etc). Some PHV drivers also drive for more than one PHV company, so does this mean that they will receive double or triple the daily $20 relief based on the number of PHV company apps they have downloaded and are serving?

Some PHV are family run so the family may use less busy periods to send car for servicing, an thus overall, the PHV service remains optimal despite fall in passenger numbers slightly as proven by stable PHV ride prices.

Perhaps government should have just given every PHV and taxi passenger a $1 or 5% ride discount so as to boost PHV usage although that would be antithetical to reducing carbon emissions and the promotof use of public transportation or bicycle.

Ultimately, the taxi and PHV relief package is probably just pork barrel politics and PAP trying to manipulate a feel good feeling so as to misuse tax payers money to fix the opposition and 'buy' votes for the general elections required to happen by early 2021.

If a government has to use public funding schemes to keep votes up, then I think at least the democracy process must be reliable because they cannot resort to rigging elections or bribery. (Voters still have free will not to vote them despite being benefited)

But seriously, isn't PAP already something like the CCP that they do not need to do this anyways?

Half like the CCP. But slightly more democratic because elections actually do exists regularly although the statutes were rigged by PAP to give them a perpetual upper hand against opposition parties which they keep small and very weak by disincentivising people from joining the opposition in every conceivable way.
