Are you sure? Has Putin said that he will step down? On the contrary, I came across an article from April that Putin signed a law that would allow him to remain in power until 2036.

So unless Putin dies, he is not going to let anyone replace him (willingly). He could probably order people to take care of his competitors so that they have "accidents".
