Following more than six-hour conversations with his Turkish counterpart, Recep Tayyip Erdogan, Vladimir Putin announced that Moscow and Ankara had reached a number of agreements about the situation in northern Syria.
The Russian President called these agreements "very important, if not fateful".
Secretaries of State for Foreign Affairs Sergey Lavrov and Mevlut Cavusoglu voiced this memorandum in two languages.
Consequently, the presidents affirmed their devotion to the unity and territorial integrity of Syria, ensuring the national security of Turkey and expressed support for the Adan agreement.
It is noted that the existing status quo in the current area of the operation "Source of Peace" between Tell Abyad and Ras al-Ayn with a depth of 32 kilometers will be preserved.
Moscow and Ankara agreed that Syrian troops and the Russian military police enter the zone outside the Turkish operation from noon on Wednesday. They will facilitate a withdrawal of units of Kurdish liberation forces and their armament on 30 kilometers from the border, which should be completed within 150 hours.
From that moment, a joint Russian-Turkish patrol will begin at a depth of ten kilometers from the border to the west and east area of the Operation Peace Spring, except for the city of Kamyshly.
According to the memorandum, Kurdish units will be withdrawn from Manbij and Tell Rifaat.
The memorandum provides that Moscow and Ankara will take measures to prevent the penetration of terrorists across the Syrian-Turkish border and will facilitate a safety and voluntary return of refugees.
Furthermore, the two governments agreed on the establishment of a cooperative mechanism to ensure fulfilment of the memorandum on Syria.
In conclusion, the document emphasizes that both governments will continue to work toward a political solution to the Syrian conflict in the framework of the Astana process and will support the action of the Constitutional Committee.
