I have to agree with Mik on this one.

The Socialist wouldnt actually give the money to the homeless guy, nor would he have simply picked the conservatives pocket.

He would have convinced the homeless guy that it was the conservatives fault that he was homeless, helped the homeless guy beat the conservative to death and then acccused the homeless guy of being an enemy of the people and had him shot.
