No because they wouldn't be used. As long as the standard of living is trash due to lack of job opportunity and education is low people will keep having 6-10 kids just so they can have more hands around the household to help sustain themselves.

What they need is education, training and jobs. The right way to lower birthrates is to build schools, infrastructure and industry. Contraception comes long after. Bangladesh saw a dramatic shift in birth rates by simply providing improved education-but it has extensive textile industries. For Africa more is needed as many countries on that continent have few if any industries beyond low-tech, extremely low pay labor intensive agriculture. And some cultures are innately resistant to contraception. Take the Masai, they practice extreme polygamy, with one male having up to 10 wives and 50 kids who do 100% of the work while the men are a standing warrior class that do absolutely nothing because there's no war to be had. You're not going to change this with contraceptives.

As long as up to 500 million Africans are being fed from abroad with food aid, and as long as only China is investing in infrastructure while France, US and other European countries invest in warfare on the continent, it can't happen.
