@AFAIK, no country is going to throw vaccines on the dump heap after finishing vaccinating its own population. The surplus vaccines are obviously going to countries in need. Biden is just stating the obvious.
Thus, the issue is not which Covid vaccines may be shipped in 2022, when there will be a surplus, but how many vaccines the world is getting from the manufacturers now. While the UK and the US refuse to export any vaccines and the US even refuses to export materials needed for vaccine manufacturing abroad, about 40% of vaccines produced in the EU are exported even though the EU is suffering a substantial shortage due to AstraZeneca.
While the US is not offering to help other countries with vaccines, US diplomates have been trying to persuade Brazil not to buy the Russian Sputnik V vaccine so as to prevent Russian influence in the Americas.
