Its actually a more reasonable policy to spread any population influx amongst the whole country. It really isn't feasible for any one state to be burdened as we've been doing.

I think the Rs have a fair complaint in terms of their state's capacity.

Of course, everything else is just bankrupt cruelty, and that's what they were going for evidenced by all the crowing Republicans who think they've won something.
