In hierarchical societies and various social groups, there are various levels of middlemen and specialists needed and employed (and sometimes empowered) by the leaders to carry out tasks. To keep them loyal and productive, they must be compensated. If you don't compensate for that loyalty, then there is risk that loyalty will be lost at ill times to the wrong people.

There are other ways to reward loyalty than just pay. Prestige, different/better/lighter treatment under the law and leeway/tolerance of social taboos are the ones on my mind. Eccentricities that would get a labourer fired could be tolerated for a skilled tradesman, a brave police officer speeding on his own time might get a warning rather than a speeding ticket, a lecherous general might get a 'talking to' rather than a discharge.. etc. They aren't written benefits, but they are a kind of special perk of limited supply and usability.

The West would call these as misuse/abuse of power and unprofessional, and we are (generally) cracking down on them. What are we replacing those benefits with? The norm as I see it is either nothing -which alienates people and leads to corruption, a costly and potentially dangerous thing for those with power- or higher $$ pay -placing a large $ burden on the non-special-, both cases are harmful and dangerous to society. The traditional alternatives I see have been mooted: prestige without cash isnt much while cash itself gains prestige, there are few(no?) normal people who are otherwise legally oppressed/2nd class whose members can earn respect and equal status by their actions, and there are few greenfields/wildwest ready for development to be given out, let alone a desire for such by most people.


So, if we want less corrupt people working for us (civilly and privately) how do we (society & individually) get them without it becoming a financial burden?
And how to we transition the old guard, who are accustomed to the old perks, out without them causing a shit storm and hampering/stopping the process?
