If that's true, it's a pretty wild claim. Spying on a Secretary General of the United Nations at such an important event would most certainly come as a headache for the world. If this is true, it would be the largest spying affair in history, and what it questions is just how much spying intelligence agencies are able to do, and to what lengths will they go to gather dirt on high profile figures.
