Long video, a former CEO of a medical device company explains how his company was targeted by corrupt prosecutors in the US Department of Justice.
Rather than give into a settlement, the company put up a legal fight and won the case against the odds, but it cost them many millions of dollars in legal fees to do so, nearly bankrupting the company.

There's a perverse incentive because whatever money the Department of Justice gets in these settlements, their department gets to keep.
It's very easy to pressure or coerce companies into guilty pleas and make them agree to a settlement. It's practically extortion. Holding them for legal ransom because they are easy targets and are perceived to have lots of money.
