Something to emphasize however is that propaganda is most effective through social networks of trusted persons.
The image of ann all encompassing government totally controlling a population can sometimes be turned into a caricature of how much ideology is based in life experiences such that it can be difficult to explicitly sway anyones opinion. I state this to pushback on the totalizing feeling that is often given to ideology as distinct from hegemony in which one is not totally subsumed in all cases. However the breakdown in the social fabric to make people more atomistic individual within a mass does make them more vulnerable in general.

Everyone knows that misinformation circulates on the internet. False information is also published in mass circulation newspapers and on TV. That ‘traditional media’ have known curators may not be as clear or significant as some believe, if one accepts that it is the disposition of a person to trust an informant which is more significant. The impact of social media is because people receive interpretations from people they know and trust, frequently without interrogating the original source. It is undeniable that these media have a role to play in disorienting opinion formation. However, it is far from proven that falsehoods circulating on the internet changes the mind of someone who was not already disposed to believe the falsehood and would have heard of the falsehood by other means if it had not been delivered on the internet. In other words, it remains to be proven that the internet ever persuades anyone.

But this does emphasize to me that individual reason as a defense against propaganda is insufficient, the struggle is social and material in terms of changing aspects of everyday life to pushback against the influence of the hegemony of a particular outlook.

Not government: the State controls propaganda. More like the Shadow government of actual oligarches who actually choose who you get to vote for. The USA, Canada, and most other capitalist countries are governed by corporations who appoint politicians to "be voted for" by the propaganda-saturated electorate.

And this State (shadow government of billionaires and trillionaires) can use propaganda to motivate "community leaders" to spout harmful propaganda. This is done by acting on budding community leaders, by rewarding them with scholoarships and trips to Israel to "learn" what makes a leaderTM (connections to oligarchs).

Virtually all our leaders in capitalist countries tell the same lies, because that is what the oligarchs pay them to do.
