There is only one space power nowadays and that is the US. The rest are simply sub par by now. If you don't have private space industry then you can't really compete anymore. US has a lot of this and EU a bit. The rest don't even have anything in this regard.

I do not think that any nation is hopeless to change; however, I think that some nations do require a lot more effort than others to become changed. - Verv
