I think British soldiers also did stuff like this. This isn't a "nazi" phenomena so much as a soldier thing. When you are at war for a long time you are separated from the fairer sex for very long periods of time. Cross dressing is a way of connecting with the civilisation you left behind, reminding yourself what you are fighting for and just escaping for a while the daily grind of lethal aggression which is war.
