Thus, in early May 2019, a deputy of the lower house of the Japanese parliament, Hodaka Maruyama, being on the Kunashir Island, which is an island of the Kuril Islands Ridge, suggested the former inhabitants of the island to consider the possibility of «winning back» the South Kuril Islands from Russia. His behavior caused a wave of criticism in Japan: he had to apologize for his inappropriate words, and the chairman of the party to which he belonged, called on the deputy to resign. Maruyama was also condemned by the government of Japan, which stressed that the issue with the Kuril Islands can only be resolved through diplomacy.

Also, the Ministry of Foreign Affairs of the Russian Federation responded to such a statement by the Japanese government and the party leadership and called the words of H. Maruyama provocative. For example, on May 24, 2019, Russian Foreign Ministry spokeswoman Maria Zakharova said that it was important to find out whether this incident was «an exceptionally trick of a marginal politician or reflects the mood of local elites and the public».

In the defense committee of the State Duma of the Russian Federation they did not left it without attention: the deputy chairman of the committee, Yury Shvytkin, commented that «H. Maruyama’s Japanese colleagues recognized the need to sign a peace treaty with Russia, and such belligerent statements addressed to Russia, which he admitted during Kunashir, to put it mildly, is inappropriate». And also, he stressed that if the Japanese still will go to military actions to «return» the Kuriles, then «the answer of the Minister of Defense of the Russian Federation S. Shoigu will be crushing for them, and that there are enough forces and means to protect the Russian borders to sober up hot Japanese heads, thinking of appropriating the Kuril Islands bypassing diplomatic methods».

It is important to note that, based on surveys conducted by the Japanese themselves in February 2019 among the Russian population, 53% of Russians expressed confidence that these islands «belong and will continue to belong to Russia», 41% of respondents believe that «both countries must agree» on acceptable conditions for each other. But those who agree with the statement that «there are specific grounds on which these territories should be transferred to Japan» are only 2%.

That is, almost half of Russian society supports negotiations with Japan, which in turn, if it signs a peace treaty, in accordance with its conditions, will be obliged to give up any claims to the islands and recognize the sovereignty of the Russian Federation over them. Therefore, Tokyo tries to cunningly circumvent these conditions by any means, hiding its true intentions behind smiles at meetings, investments and even dismissals of its politicians, hoping that Moscow will give up its territories and transfer the rights to the islands of Tokyo.

However, Russia in the issue of the Kuril Islands is not in a hurry and, all the more so, owes nothing to anyone, as it has repeatedly stated, because these territories belong to Russia not only as a result of the outcome of the World War II, but they are also originally Russian. And if Japan understands the importance of strategic partnership between the two countries, then it needs to settle the territorial problem that was created by it. Japan will have to recognize the results of the war, abandon claims to Kunashir and Iturup islands and give a guarantee of non-deployment of military forces (not only American but also their own) on the islands of Habomai and Shikotan.

Hodaka Maruyama is a member of the far-right Japan Restoration Party. I presume he actually believes that Japan should take back the Kurils by force. Donald Trump said Japan plans to buy 105 F-35A stealth warplanes from the U.S., totaling more than one trillion yen ($9.1 billion). Russia will deploy the first Sukhoi Su-57 fighter aircraft by the end of this year.
