Quite simply, what would have needed to happen for the US Congress to abolish slavery in 1790? Washington, Adams, Jefferson, Franklin, Hamilton, several prominent Congressmen from Maryland and Virginia all pointed out that slavery was incompatible with the ideals of 1776.
Franklin himself was president of the Pennsylvania Abolitionist Society and signed a petition to Congress asking to emancipate the slaves.
