It's about the concept that public spaces, which were in the past shared and open to all, have become increasingly closed off, controlled, and off-access.
The opinion posits that public places (even including privately owned spaces, in some cases) were, in some sense, a form of shared capital, that all ordinary people had access to and could use.
But these public spaces have become increasingly subject to restrictions, at the whim of owners, local city officials and police. Going from a form of "public capital" to becoming privatised by corporations.
