National Rail Act I

1) This act establishes a fund for the DEE-planned backbone rail network, to be expanded in future increments of this act

2 a) This act will grant a sum total ($800 million USD) to a contractor chosen by the DEE.
b) The funds for this act will be limited to five (5) years of construction and operation.

3) a) The purpose of this rail network is to provide efficient over-land transport of trade goods for inland producers access to and from the major ports.
b) Supplemental to the industrial and agricultural transit, the network will also carry passengers, mail, military, and other government functions as needed.

4) a) The funds in this act include purchase and redistribution of land from private owners.
b) The stations established in the construction will be leased to private enterprise for goods storage and handling.

5 a) Areas where it is decided to carry out the reconstruction and the replacement of the residential housing stock shall be determined on the basis of general development plans and plans for land and economic management.
b) After state registration of the decision on including real estate objects into the substandard residential housing stock according to the procedure established by the law, it shall be prohibited to take any actions aimed at changing the owner of such objects or at extending their rights at the time of relocation.

This is a government bill being put forth by the members of SLD for consideration by the full house of parliament.

Voting shall run for three full days. Polls shall "officially" open at 9:00 am GMT and will close on Monday, July 6, 2009 at the same time. To reiterate, that is July 3 until July 6 at 9:00 am GMT.

The appropriate voting parameters are as follows:

Aye: support for the bill.
Nay: Against the bill.
Abstain: Neither for nor against. (Per interim constitution these votes will be thrown out).
No vote at all: Counted as Abstention.
