Under the WTO, most tariffs among OECD countries have been reduced to the point where they are insignificant. Non-tariff barriers, like the "buy American act", for example, have a far bigger impact on trade.

According to the The Trade Barrier Index, the US has the most non-tariff barriers among all OECD countries, while most EU members are among the countries with the fewest non-tariff barriers.
