Preferably yes. I am not sure if Oil and Gas sanctions are possible unless we want a repeat of the global oil crysis but banking sanctions definitely. Not only sectoral wide banking sanctions but also targeted sanctions against accounts of corrupt politicians, businessman and political figures and their families or relatives which should include temporal seizure of property and other financial assets that they might have within the EU, US or other places we can corner them in.

Its complicated. If we cut off Russias supply then we need to compensate. There was an oversupply at start of Covid but it has normalised by now due to OPEC actions. If we want to compensate then we need to find other sources that potentially exist but that would mean that those sources will need to ramp up production and we need to deliver it to Europe. The prices will skyrocket also.

It is complicated. There is a reason why USSR and Europe still traded oil and gas durring the cold war.

Good point. Very good point. The proposal that the west just cut off gas from Russia abruptly, without nary a glance at the chain reactions it may set off, is plain idle. Of course prices will skyrocket. And many governments in the west may also tumble.

You keep repeating pronunciamentos by bodies that don't count. The Chancellor of Germany is the top dog in Europe. If and when the Bundeskanzler dictates a shutdown of Nordstream 2 then Moscow will be well advised to pay attention. Berlin knows that, and Moscow knows that. Your Baltic midgets, Poles, Ukrainians and Georgians do not count. Your pretense that Baltic midgets hold the reins of the European steed is wishful thinking.

As much as Europe sees it, it is investment in nowhere. We have our climate change targets and investing in new infrastructure for gas and oil from other places is a waste of money. We are planning to decrease gas and oil usage anyways. US and African crude has no real easy way to get to Europe and get distributed in quantities that are needed. If it was possible then we would buy it instead of the Russian oil.

Everyone understands that oil and gas is funding Russia to a degree but just cutting it off is not really an easy thing to do nor is something that realistically the European people or the European elites will support. It is simply too damaging in many regards.
