No, it’s not. Sanctions are just virtue-signalling. A blockade is an act of war. And it’s an act of war precisely because it is serious. If you blockade a nation or a region, then people will begin to starve to death in very short order. If the West blockaded Kaliningrad, then it would effectively be declaring war against Russia, and this would no longer be just a proxy war. Which is precisely why it won’t happen.
