Because Syrsky actually has a plan as I wrote so many many many pages ago.
The plan is simple, stay on the defensive and let Russia conduct it meat charges. They deplete Russian material and manpower with a very good ratio for Ukraine. Yeah they seed a bit of ground for lives and time. Meanwhile they build up their own stocks, production, units in the back and then when they see Russia depleted in some regions they counter attack like they did in Kursk.
Russia is bashing itself against a wall by removing bricks of its own wall from other sectors. So when Russian wall weakens in some sector then Ukraine attacks. Since the wall is weak in that sector then it quickly crumbles and Russia needs to move its wall from other sectors again to build it up again. Its a systematic approach at dismembering the Russian army piece by piece, slice by slice over a long war of attrition. Defeat in detail just for attritional war I suppose?
Artillery shells production and supplies are only growing and will grow for years now. Drone production already surpassed Russias when it comes to FPVs with Ukranian advantge being 5 to 1 or so on average. Yeah Ukraine doesn't produce that much missiles but long range drones and fpvs it is miles ahead of Russia. Artillery ammo is more or less equalising as Russia shoots out the shitty NK ammo or whatever it has and EU/US production rapidly growing. Air advantage will continue to deteriorate for Russia as more anti-air batteries arrive along with F-16. May be Gripen also will arrive and as with artillery we might start providing cutting edge missiles at some point. We basically do that with Artillery. And finally may be we will give access to Ukraine to NATO secure communications protocols for C4/C5+Istar whatever especially for airplanes to use with AWACSes.
