A nationalist is someone who puts the interests of his country over that of anyone else and thus happily exploits, conquers or otherwise abuses other countries for the benefit of their own country, and also believes the individual should primarily serve their country, sometimes to the point of denying all right to individuality, and is usually also racist, i.e. believes his own people to be somehow superior over other people.
Russia is one of the two leading states of a huge alliance of non-western countries, the BRICS. The BRICS are an extreme collection of wildly different political ideologies, and includes for example western style democracies like Russia and India, communist countries like China, theocracies like Iran and monarchies like Saudi Arabia.

Russia is a multiethnic state; that includes that many millions of Ukrainians have moved to Russia, especially since the civil war began, and especially now that the invasion is going on, and they are generally treated as equal citizens, though some racism of course exists from individual citizens against Ukrainians.
Under Putin Russia for the longest time tried to join both the EU and NATO. Putin tried to negotiate a deal in Ukraine ever since the west launched its color revolution there and started the civil war, for a whole 8 years.
So there is absolutely no sign that Putin is in any way a nationalist.
Unless you have an alternative definition of the word. Maybe you think that a politician who represents the interests of his own country is a nationalist ? Then yes according to this definition all sane politicians are nationalists, independently of their ideological preferences, and Putin would be one of them.
And many of our politicians here in the non-russian parts of Europe would be anti-nationalists, because they are clearly insane, i.e. clearly dont act in the interests of their own countries, and look towards the false friend the USA to attack Russia, something the USA doesnt actually want to do, at least not large parts of the USA; after all the USA also has extremely clueless politicians who deluded themselves into thinking that the USA would have access to unlimited resources and could even attack the other nuclear superpower, Russia, on the planet.
Nevermind there is a third nuclear superpower establishing itself, which is China. China may not have anything of the level of the USA and Russia, but they have enough. And India will probably turn into a nuclear superpower as well.
