@late is referring to the total sum of carbon dioxide that the USA has put into the air since the start of the Industrial Revolution. Since carbon dioxide stays in the atmosphere for decades, we have to look at emissions from the last hundred years or so, not just what people are emitting right now.
If we add up these historical emissions, the USA is responsible for about a third of all the excess CO2 in the atmosphere and oceans right now.
