By the end of 2013, Tibet non-public economy entities have reached 128,000 households, involving 620,000 people, increasing 7.8 percent and 11.9 percent year-on-year respectively, which have paid taxes of 13.55 bln yuan, accounting for 91.8 percent of the total tax revenue of the Tibet Autonomous Region. Non-public economies are becoming the "momentum" which has improved the leap forward development of Tibet.

"Non-public economies have absorbed a large number of surplus labors in agricultural and pasturing areas, and increased the incomes of local Tibetans," said Liao Yidong, vice-president of Tibet Federation of Industry and Commerce, according to whom non-public economies are gradually becoming the main support of Tibet economic development and important source of revenue, playing an important role in increasing employment and improving people's livelihood.

In 2013, the role of financial support was highlighted in improving the economic and social development in Tibet. Tibet local government has signed a strategic cooperation framework agreement with ten financial institutions, including China Development Bank and China Construction Bank. Some financial enterprises, such as China Minsheng Bank and China Pacific Insurance Company Ltd have set their branches in Tibet. In addition, commercial banks have offered a total of 4.36bln yuan credit loans to small-medium- micro businesses.

"Thanks to the many preferential policies supporting non-public economies development, the economic indicators of our company have increased several-fold. It had saved millions for our company only by adjusting the threshold of add-value tax and business tax" said Liu Jianjun, president of the HuaYu Mining Ltd.

Since 2011 Tibet has constantly optimized the development environment to support non-public economy.

In addition, Tibet has speeded up its pace to grant more autonomy to enterprises, so as to promote the transformation of government functions, provide quality public services and create a favorable environment for development. Statistics show that in 2013 alone, Tibet has revamped 643 items for administrative examination and approval, accounting for 60 percent of the total.
