To answer the question in the thread title, if we get a Supreme Court that gets serious about enforcing the 10th Amendment, indefinitely. “For [Americans] I set no limits, world or time, / But make a gift of empire without end.” 
And Hitler’s opinion of Slavs didn’t have anything to do with his (badly mistaken) estimation that he could pull it off.
