The Finnish military had a reservist army that had to go to war wearing mostly civilian clothes, because it could not give uniforms and boots to its soldiers. Finland was attacked because it resisted a "voluntary" Moscow military occupation. As for Russia having more manpower. Conscript more cannon fodder, lets see how that goes with the Russian population. There is a reason that it hasn't happened yet on mass and Putin was pretty coy about previous mobilization attempt. The more cannon fodder dies, the more unstable Russian regime becomes after all.

I'd expect the elite rather than the population to do something, even the people themselves may rather expect the elite to do something. A palace coup or something like that.
